(G) PROVIDER.

"PROVIDER" MEANS ANY PERSON, INCLUDING A PHYSICIAN OR
HOSPITAL, WHO IS LICENSED OR OTHERWISE AUTHORIZED IN THIS
STATE TO PROVIDE HEALTH CARE SERVICES.

(H) SUBSCRIBER.

"SUBSCRIBER" MEANS A PERSON WHO MAKES A CONTRACT WITH A
HEALTH MAINTENANCE ORGANIZATION, EITHER DIRECTLY OR THROUGH
AN INSURER OR MARKETING ORGANIZATION, UNDER WHICH THE PERSON
OR OTHER DESIGNATED PERSONS ARE ENTITLED TO THE HEALTH CARE
SERVICES.

19-702. DECLARATION OF INTENT AND POLICY.

(A) STATEMENT OF INTENT.

IN ADOPTING THIS SUBTITLE, THE GENERAL ASSEMBLY INTENDS
TO:

(1) PROVIDE ALTERNATIVE METHODS FOR THE DELIVERY
OF HEALTH CARE SERVICES TO RESIDENTS OF THIS STATE, WITH A
VIEW TOWARD ACHIEVING GREATER EFFICIENCY AND ECONOMY IN
PROVIDING THESE SERVICES;

(2) ENCOURAGE THE FORMATION OF HEALTH
MAINTENANCE ORGANIZATIONS THAT PROVIDE HEALTH CARE SERVICES
