EMERGENCY BILL
AN EMERGENCY ACT concerning
Historic Sites
FOR the purpose of amending the Building Code so as to
establish procedures for the evaluation of permit
applications for demolition or exterior alteration of
certain historic sites, and to authorize such permits to be
withheld under certain circumstances.
BY adding:
SUBTITLE 4. BUILDING.
Section 4-111.1,
The Prince George's County Code
(1975 Edition, July 1979 Supplement, as
amended by CB-87-1979).
WHEREAS, the United States Congress has declared the
preservation of national historic sites to be a national
policy, enacted comprehensive legislation in this area to
implement this intent (see, Historic Sites Act, 16 U.S.C.
461-470t), and encouraged local governments "to expand and
accelerate their historic programs and activities"; and
WHEREAS, the General Assembly of Maryland has
specifically granted both the District Council and Prince
George's County the power to undertake a comprehensive
regulatory and legislative program for the delineation and
preservation of historic sites and districts in Prince
George's County and that portion of the Maryland-Washington
Regional District located in Prince George's County (see
Annotated Code of Maryland, Article 66D, Section 8-101(c)
and Article 25A, Section 5, Subsection BB), and a Master
Plan of Historic Sites and Districts and a comprehensive
regulatory program provided for by Article 66D is currently
being formulated by the Maryland-National Capital Park and
Planning Commission pursuant to CR-69-1979; and
WHEREAS, Prince George's County is an area which,
because of its colonial origins and proximity to the
nation's capital, is particularly significant historically
and is unusually rich in significant historic sites; and
WHEREAS, the Maryland-National Capital Park and
Planning Commission has published a Historic Sites Inventory
by Planning Areas for Prince George's County, Maryland
(hereinafter Historic Site Inventory), dated December 1976,
and revised March 17, 1980, and is using that document in
the development of the Master Plan of Historic Sites and
Districts; and
