modify the special treatment of the real property taxes to
be levied by the City upon all taxable real property within
Parcel A; and
WHEREAS, the City Manager of the City has caused a
public notice to be published not fewer than four (4) times
at not less than weekly intervals in a newspaper having a
general circulation in the City and the area annexed,
briefly and accurately describing this resolution and the
proposed change and specifying the time and place at which a
public hearing will be held by the City Council; and
WHEREAS, a public hearing on this resolution was held
by the City Council of the City of Greenbelt at 8:00 P.M. in
the City Building on August 11, 1980; now, therefore,
[Section 40-2 of the Code of Public Local Laws of
Prince George's County, (1963 Edition and 1967 Supplement),
repealed and reenacted, with amendments.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF
HAGERSTOWN, MARYLAND, INTRODUCED AND PASSED PURSUANT TO ITS
GENERAL POWERS FOR THE PURPOSE OF AMENDING AND REVISING THE
CHARTER OF THE CITY OF HAGERSTOWN, A MUNICIPAL CORPORATION,
EXISTING UNDER AND BY VIRTUE OF THE LAWS OF THE STATE OF
MARYLAND AND IN PARTICULAR AMENDING ARTICLE II, SECTION 13,
COUNCILMEN; ELECTION, QUALIFICATIONS, SALARY.
RESOLUTION, of the Council of The City of Hagerstown,
Maryland, adopted pursuant to Article XI-E, § 4 of the
Constitution of the State of Maryland, labeled and entitled
"MUNICIPAL CORPORATIONS, PROCEDURE FOR ADOPTION, AMENDMENT
OR REPEAL OF CHARTERS"; and pursuant to Article 23A of the
Annotated Code of the Public General Laws of Maryland,
entitled "Corporation - Municipal, Charter Amendments" as
said sections were enacted by Chapter 423 of the Acts of the
General Assembly of Maryland, session of 1955, and
subsequent amendment thereto; and to amend the now existing
Article II, Registration and Elections, § 13, Councilmen;
Election, Qualifications, Salary, of the Corporate Charter
of the City of Hagerstown as adopted in 1949, and
subsequently amended to conform with the applicable
constitutional and statutory provisions of the State of
Maryland pertaining thereto.
[Section 15-13 of the Code of Public Local Laws of
Washington County, repealed and reenacted, with amendments.
