converting surplus public school buildings to Elderly
Citizen Activities Centers. The report should contain
sufficient quantitative data to compare the delivery of
[service] SERVICES to elderly citizens prior to and after
conversions.

(4) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1981.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed House Bill 1785.

This bill increases the original State debt
authorization for the Elderly Citizens Activities Centers
Improvements Loan of 1979 from $1,600,000 to $2,600,000.
Proceeds of the bonds are to be used as State grants to
local government agencies for converting surplus public
buildings into activity centers.

Senate Bill 105, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1785.
