(3)  FOR ANY CREDIT OR NONCREDIT COURSE; AND

(4)  FOR AS MANY AS THREE COURSES PER TERM.

(C)  A SENIOR CITIZEN ENROLLED IN CLASSES UNDER THE
PROVISIONS OF SUBSECTION (B) MAY NOT BE COUNTED IN
DETERMINING THE NUMBER OF STUDENTS ENROLLED IN THE CLASS FOR
ANY PURPOSE, INCLUDING COMPUTING THE FACULTY COMPENSATION
FOR TEACHING THAT CLASS, STUDENT-INSTRUCTOR RATIO, BUDGETARY
ALLOCATIONS, AND SCHOOL POPULATION.

(D)  AT THE TERMINATION OF EACH REGISTRATION PERIOD,
THE INSTITUTION SHALL FURNISH THE BOARD A LIST OF ALL SENIOR
CITIZENS TAKING CLASSES UNDER THE PROVISIONS OF THIS
SECTION, AND THE COURSES TAKEN BY EACH.

(E)  THIS SECTION SHALL NOT PRECLUDE AN INSTITUTION
FROM OFFERING SENIOR CITIZENS EDUCATIONAL OPPORTUNITIES FREE
OF CHARGE BEYOND THESE MINIMUM REQUIREMENTS.

(F) THE PROVISIONS OF THIS SECTION SHALL APPLY TO §
16-205B OF THIS ARTICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed House Bill 1593.

This bill exempts those senior citizens whose incomes
are less than the maximum allowable social security benefit
from payment of tuitions at State colleges and universities
governed by the Board of Trustees of the State Universities
and Colleges. The bill does not cover the University of
Maryland, Morgan State University, or St. Mary's College.
Consequently, if it were implemented, there would be widely
different tuition waiver policies among the several State
institutions of higher education.

In addition, because current college policies allow a
waiver of tuition for all senior citizens, regardless of
income, the effect of this bill would be to reduce the
number of senior citizens eligible for assistance by as much
as two-thirds.
