the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1981.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed House Bill 1499.

This bill authorizes the creation of a State debt for
the "Foster Branch Dredging Loan of 1981." The proceeds of
the bonds are to be used as a grant to assist in the
dredging of Foster Branch in Joppatowne.

Senate Bill 628, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1499.

AN ACT concerning

Tuition Waivers for Senior Citizens

FOR the purpose of exempting certain senior citizens from
tuition at certain State institutions of higher
education; defining terms; designating the criteria for
granting these exemptions; imposing certain budgetary
limitations relating to senior citizen enrollment; and
requiring certain reporting to the State Scholarship

Board; and making these provisions applicable to

community colleges.
