VETOES

Section 17A of this article, each licensee shall allocate
during these years only an amount equal to .50 percent of
all money wagered to repayment of debt incurred for
construction of new grandstand facilities at the track.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1180.

This bill delays a scheduled tax increase on racetrack
wagering and extends the requirement that certain racetracks
allocate funds for track maintenance and improvement through
a certain year.

Senate Bill 683, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1180.

AN ACT concerning

Creation of a State Debt - Maryland Concert Center

FOR the purpose of authorizing the creation of a State Debt
in the amount of $3,000,000 $1,500,000, the proceeds to
be used for the continuation of the planning, design,
and construction of the Maryland Concert Center in
Baltimore, Maryland subject to the requirement of that
the Baltimore Symphony Orchestra Association provide at
least an equal and matching funds fund of a certain
