SECTION 5. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 753.

This bill changes various State laws in order to
provide that compensation paid to a State employee while on
sick or accident leave is not subject to Social Security
deductions and expressly sets forth the conditions under
which sick and accident leave may be taken.

Senate Bill 491, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
753.

AN ACT concerning

Baltimore City - Alcoholic Beverages -
Purchase of Wholesale Beer and Light Wine
by Nonprofit Organizations

FOR the purpose of permitting a nonprofit organization in
Baltimore City which has a Class C, 7-day beer, wine
and liquor license to purchase beer providing that in
Baltimore City, the holder of a Class C special beer,
wine, and liquor license may purchase beer and light-
wine from a wholesale dealer.

BY repealing and reenacting, without amendments,
