Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed House Bill 738.

This bill authorizes the creation of a State debt in
the amount of $3,000,000, the proceeds to be used to provide
funds for the Maryland Housing Rehabilitation Program.

Senate Bill 458, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
738.
