Notwithstanding any provisions to the contrary in this
section, any funds encumbered prior to July 1, 1973 in the
items being repealed as of July 1, 1973 shall not be
repealed and it is the expressed intent that the
unencumbered balances in said repealed items as of July 1,
1973 shall be transferred to and be available for the
appropriations initially authorized on July 1, 1973.

That, for the fiscal year 1972, of the funds
appropriated by Section 5 of this Act, there shall be
allocated (1) $9,700,000 of the funds available for and to
be used exclusively by the subdivisions hereunder, and (2)
$9,700,000 of the funds available for and to be used
exclusively by State agencies hereunder, to be allocated in
the following amounts for the following projects:
