Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed House Bill 640.

This bill alters the maximum salary that may be
received by each Register of Wills.

Senate Bill 373, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
640.

House Bill No. 641

AN ACT concerning

Program Open Space Funds - Reallocation

FOR the purpose of changing the purposes for which certain
funds, allocated under the Outdoor Recreation Land Loan
of 1969 for fiscal years 1970 through 1976 1978, may be
used and reallocating those funds for land acquisition
at McKee - Beshers Wildlife Management Area in
Montgomery County, at the Eastern Shore wildlife
management areas, and at the bay access areas;
resolving any possible doubt about the validity and
effectiveness of this reallocation which might arise
from a conclusion that it is a contraction of State
debt requiring in the same law a provision for
collection of an annual tax or taxes to cover principal
and interest payments on that debt; and relating
generally to the Outdoor Recreation Land Loan of 1969.

BY repealing and reenacting, without amendments,

Chapter 403 of the Acts of the General Assembly of 1969
Section 6 and 7
