SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1961.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed House Bill 454.

This bill reduces the amount the State is authorized to
borrow under the Outdoor Recreation Land Loan of 1969 to
fund Program Open Space. This reduction is to be
accomplished by decreasing the borrowing authorization each
year from July 1, 1981 to July 1, 1990.

Senate Bill 243, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.
