House Bills 1297 and 1298 are supplementary
appropriation bills and amend § 17-121 of the Commercial Law
Article in order to provide that the revenue generated by
those bills is appropriated for the purpose of granting
targeted aid for education and aid to community colleges.
House Bill 378, however, leaves § 17-121 unamended, and thus
requires that the additional revenues generated by that bill
be distributed to the State and the local subdivisions.

I support and am signing into law the education program
embodied in House Bills 1297 and 1298. These bills contain
the same revenue generating mechanism that is provided by
House Bill 378. Therefore the enactment of House Bill 378
is unnecessary and I have vetoed it.

Outdoor Recreation Land Loan of 1969 - Reduction
of Authorized Bonds

FOR the purpose of establishing a schedule of phased
reductions annually in the amount of State general
obligation bonds authorized to be issued for the
purposes of Program Open Space.

BY repealing and reenacting, with amendments,

Chapter 403 of the Acts of the General Assembly of
1969, as amended by Chapter 563 of the Acts of
the General Assembly of 1979

BY adding to

Chapter 403 of the Acts of the General Assembly of
1969, as amended by Chapter 563 of the Acts of
the General Assembly of 1979
