Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 1109.

This bill increases the number of persons on the
Commission on Correctional Standards from 11 to 13, and
provides that of the two new persons, one shall be a Senator
and the other shall be a member of the House of Delegates.

The Attorney General has advised me that implementation
of this bill would result in violations of Article 8 of the
Declaration of Rights, and Article III, Sections 11 and 17
of the Maryland Constitution. A copy of the Opinion of the
Attorney General is attached and should be considered a part
of this veto message.

For the reasons set forth in this Opinion, I have
decided to veto Senate Bill 1109.
