FOR the purpose of creating a long term program for
upgrading grants for Aid to Families with Dependent
Children to meet a Standard of Need, as defined by the
Department; requiring a minimum certain level of
appropriations for a certain fiscal year and each year
thereafter; providing that the objective of the program
shall be to have the grants meet the updated Standard
of Need by not later than a certain fiscal year;
providing a method for determining the percentage of
need met by the State for each fiscal year; imposing
the retail sales and use taxes on laundry and dry
cleaning services; making this Act contingent upon
funds in the Budget for certain years; and generally
relating to grants for Aid to Families with Dependent
Children.

Preamble
WHEREAS, The 1979 Report of the Governor's Commission
on Welfare Grants determined that public assistance grant
levels in Maryland were substantially less than the amount
necessary for a minimally adequate standard of living
consistent with human decency; and
WHEREAS, The General Assembly of Maryland finds that it
is necessary to provide for a long term program to upgrade
AFDC grants to the minimum levels found by the Commission,
adjusted for inflation, consistent with the fiscal
limitations of the State Budget; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
