WINERY UNDER SECTION 5 OF THIS ARTICLE AND MAKES WINE FROM
AGRICULTURAL PRODUCTS GROWN IN THIS STATE, THE TAX IS 2
CENTS PER GALLON OR $.528 $.00528 PER LITER ON THE WINE
PRODUCED BY THE WINERY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 997.

This bill intended to lower the tax on wine made from
agricultural products grown in this State.

However, it changed several references to the rate of
tax on other alcoholic beverages so as to create an
irreconcilable conflict as to what the tax on those
beverages would be if the bill became law.

The possible impact of the bill greatly exceeds the
original intent of the sponsor.

For these reasons I have decided to veto Senate Bill
997.
