Re: Senate Bill 549
Dear Governor Hughes:
We have reviewed Senate Bill 549 (Creation of a State
Debt - The Automatic Sprinkler System Loan Program) and
advise that we are unable to approve this bill for legal
sufficiency.
Senate Bill 549 provides that "this Act shall take
effect contingent upon the taking effect" of Senate Bill 551
and Senate Bill 550. Furthermore, Senate Bill 549 states
that if these bills do not become effective, "this Act shall
be null and void." Since neither of these bills was passed
by the General Assembly, Senate Bill 549 by its own terms
will be "null and void" if signed into law.

AN ACT concerning
Creation of a State Debt - Loyola College
Academic-Fine Arts Instructional Facility
FOR the purpose of authorizing the creation of a State Debt
in the amount of $1,500,000, the proceeds to be used
for the construction and equipping of an addition on
for the planning, design, construction, and equipping
of an academic-fine arts instructional facility on the
campus of Loyola College, Baltimore, subject to the
requirement that Loyola College provide up to a certain
amount of certain types of funds as a matching fund for
the same purpose by a certain date; providing that no
proceeds of the loan or any of the matching funds may
be used for religious purposes; and providing generally
for the issue and sale of bonds evidencing the loan.
