(2)  Maryland Historical Trust:

To establish a Capital Grant Fund for
Historical Preservation to be expended
only with the approval of the Board of
Public Works and only for grants to
nonprofit corporations, organizations
or, foundations, or individuals. All
grants, other than those for State-owned
facilities, shall be subject to the
following matching funds requirement:
local matching funds shall be equal to
at least 50 percent of the total project
cost and may not consist, in whole or in

part, of federal grant moneys; any

federal grant for a project shall be
applied, dollar for dollar, to reduce
the amount of the State grant reduced on
a dollar for dollar basis by any federal
funds applied to the total project cost.
For the purposes of this appropriation,
Community Development Block Grant Funds
and Urban Development Action Grants
shall be considered as non federal
funds. The Maryland Historical Trust
shall present annually to the Board of
Public Works and to the General Assembly
a report on the status of this fund and
a proposed program for the use of the
fund during the following fiscal year;
the report shall be submitted by
