AN ACT concerning

Creation of a State Debt - The General Construction

Loan of 1981 and the General Construction Loans

of 1975, 1977, 1979, and 1980

FOR the purpose of authorizing the creation of a State Debt
in the amount of Ninety-Nine Million Eight Hundred
Ninety-Two Thousand Dollars ($99,892,000) $93,590,000
$95,210,000 Eighty Seven Million Six Hundred Seventy
Thousand Dollars ($87,670,000), the proceeds to be used
for certain necessary building, construction,
demolition, planning, renovation, conversion,
replacement, and equipment purposes of this State and
for acquiring certain real estate and options in
connection therewith; providing generally for the issue
and sale of bonds evidencing the loan; amending Chapter
886 of the Acts of 1975, the General Construction Loan
of 1975, as previously amended by Chapter 707 of the
Acts of 1977 and Chapter 420 of the Acts of 1979 to
change the appropriation for the Old School Building at
Charlotte Hall School from complete State funding to
funding a share of the costs, and to provide for
renovation of the existing bathhouse and concession
building at Herrington Manor State Park; amending
Chapter 671 of the Acts of 1977, the General
Construction Loan of 1977 to waive Section 1(6) as a
requirement for the construction of a 250-bed minimum
security unit on the Latrobe Site; amending Chapter 420
of the Acts of 1979, the General Construction Loan of
1979, to change the appropriation for construction of a
District Court/Multiservice Center in Bel Air to
include provision for additional off-site parking on a
contiguous site, and to change the appropriation for
construction of a District Court/Multiservice Center in
Centreville to include acquisition of land; and
amending Chapter 693 of the Acts of 1980, the General
Construction Loan of 1980, to reduce the appropriation
for construction of an addition to the School of Social
Work and Community Planning at the University of
Maryland, Baltimore City Campus and to authorize the
use of funds resulting from the reduction for
acquisition of capital equipment, and to change the
appropriation for modifications to the Kent-McCanner
Building and Bjorlee Library at the Maryland School for
the Deaf, Frederick Campus to allow use of the funds at
facilities of the Maryland School for the Deaf at both
the Frederick and Columbia Campuses; and providing that
certain projects and authorizations for Community Adult
Rehabilitation Centers are repealed and that certain
