shall take effect June 1, 1981.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 342.

This bill authorizes the creation of a State debt in
the amount of $1,000,000, the proceeds to be used as a grant
to the Lyric Foundation, Inc.

House Bill 831, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
342.

AN ACT concerning

Energy Saving Device Loan Program

FOR the purpose of creating a loan program to assist
residential property owners in financing the purchase
or installation of energy saving devices to be
administered by the Secretary of the Department of
Economic and Community Development; providing for
certain penalties regarding false statements; providing
that the provisions of this Act shall be transferred to
a certain authority if a certain event happens; making
this Act contingent upon the passage of another Act;
and generally relating to the Energy Saving Device Loan
Program.
