SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1981.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 280.

This amended bill authorizes a State debt for the
"Western Maryland College Loan of 1981." The proceeds of
the bonds are to be used as a grant to assist Western
Maryland College in constructing and equipping a physical
education building with laboratories and classrooms.

House Bill 729, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
280.

Patuxent Institution - Personal Records

FOR the purpose of providing that a trial judge may obtain
records, reports, and information pertaining to inmates
of Patuxent Institution, when required for pretrial,
release or presentence, or postsentence investigation.
