the recording and broadcasting of criminal trial
proceedings, and to veto Senate Bill 123 which bans coverage
of all trial proceedings. In that way, the experiment
authorized by the Court of Appeals will continue with
respect to civil trial proceedings and all appellate
proceedings, so that experience will be gathered in this
State as to the impact on those proceedings of broadcast and
photographic coverage. That experience, together with
experience accumulated in other jurisdictions, can form the
basis for evaluation of the effect of broadcast and
photographic coverage so that this State may in the future
modify its ban on criminal trial coverage as appropriate.
For these reasons I have decided to veto Senate Bill
123.
