JOINT RESOLUTIONS

thermal utilization of the geothermal resource.
Transportation of groundwater off a particular
surface parcel may be precluded under reasonable
use if damage results to the other users of the
common supply. There is no recourse to priority.
This limitation could operate as a severe
limitation to small-scale projects involving
production on one parcel and use on another; and
be it further

RESOLVED, That the Department of Natural Resources
report its findings and recommendations to the General
Assembly no later than December 1, 1981; and be it further

RESOLVED, That copies of this Resolution be sent to the
President of the Senate of Maryland, the Honorable James
Clark, Jr.; the Speaker of the House of Delegates of
Maryland, the Honorable Benjamin L. Cardin; and James B.
Coulter, Secretary of the Department of Natural Resources,
Tawes State Office Building, Annapolis, Maryland 21401.

A House Joint Resolution concerning

Annual Maryland Energy Report

FOR the purpose of requesting that the Maryland Energy
Administration make a report on or before a certain
date each year to the General Assembly of Maryland
concerning the overall status of energy conservation
programs and resources.

WHEREAS, The cost of energy in Maryland and in the
United States is expected to rise rapidly; and

WHEREAS, We are still faced with an energy crisis; and

WHEREAS, The General Assembly intends to continue its
response to the pressing needs of the citizens of Maryland
in this critical issue; and

WHEREAS, The General Assembly desires to monitor the
State's energy usage and conservation programs in order to
make legislative determinations related to these programs
with a fuller understanding of existing circumstances and
future trends; and

WHEREAS, It is the responsibility of the Maryland
Energy Administration within the Department of Natural
