(4) Continue the state share of revenue sharing;
(5) Sorting out roles and responsibilities among the
three levels of government by, for example, encouraging the
convening of state and national convocations to address how
to provide more accountable public programs, effective
program design, and more efficient administration of public
funds;
(6) Consolidate related federal categorical programs
into block grants to provide flexibility for governments to
target funds where they will do the most good;
(7) Ensure that federal legislation and regulations do
not preempt State laws and policies; and
(8) Develop a new state federal relationship that
focuses on achieving results in programs of national concern
rather than prescribing detailed administrative
requirements; and be it further
(5) Consolidate related national categorical programs

good;
(6) Avoid, to the extent possible, federal legislation
and regulations that preempt state laws and policies; and
(7) Develop programs that focus on achieving results
in areas of national concern and, to the extent possible,
avoid prescribing detailed administrative requirements; and

RESOLVED, That copies of this Resolution be sent to the
