JOINT RESOLUTIONS

(1)  The availability of water from Maryland's ground
water given present and future demands;

(2)  The availability of water from Maryland's
reservoirs and other surface water sources given present and
future demands;

(3)  The potential for water shortages in Maryland;

(4)  Specific proposals for a State water conservation
strategy;

(5)  The establishment of a water conservation strategy
for implementation in all State facilities;

(6)  The availability and use of water for residential,
commercial, industrial, agricultural and all other
legitimate purposes;

(7)  The effectiveness of the water conservation
measures as required under Article 43, Section 325D of the
Annotated Code of Maryland, and other water conservation
measures in use in Maryland; and

(8)  The pricing of water use in Maryland as it relates
to water demands; and be it further

RESOLVED, That the Commission shall consist of 10
members as follows: one member of the House of Delegates of
Maryland to be appointed by the Speaker of the House of
Delegates; one member of the Senate of Maryland to be
appointed by the President of the Senate of Maryland; the
Secretary of the Department of Natural Resources who shall
serve as chairperson; the Secretary of the Department of
Health and Mental Hygiene; the Secretary of Agriculture; the
Secretary of the Department of State Planning; the Secretary
of the Department of Economic and Community Development; a
citizen representative, appointed by the Governor, who shall
be a citizen of Maryland familiar with water-related issues

but who may not be employed by government; and two

representatives of local government, appointed by the

Governor, one of whom shall represent the Maryland Municipal
League and one who shall represent the Maryland Association
of Counties Study shall be conducted by the Secretaries of
the Department of Natural Resources, the Department of
Health and Mental Hygiene, the Department of State Planning,
the Department of Agriculture, the Department of Economic
and Community Development, and with the Secretary of the
Department of Natural Resources serving as chairman; and be
it further

RESOLVED, That the Commission members should serve
without salaries, receiving only compensation for expenses
incurred in the performance of their duties; and be it
further
