and that the task force is requested to issue a report to
the General Assembly prior to January 1, 1982 recommending,
for or against, legislation to institute a system of
off-track wagering in Maryland; and be it further
RESOLVED, That this task force should consist of nine
members as follows: two appointed by the Governor, two each
appointed by the Speaker of the House of Delegates and the
President of the Senate of Maryland, one appointed by the
Horse Breeders Association, one appointed as a
representative of the thoroughbred tracks of Maryland, and
one appointed as a representative of the harness tracks of
Maryland; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
Benjamin L. Cardin, Speaker of the House of Delegates; and
the Honorable James Clark, Jr. President of the Senate of
Maryland.

A Senate Joint Resolution concerning
Continuing Care Communities for Elderly
FOR the purpose of urging the Department of State Planning
and the Office on Aging to study the feasibility of
using certain State property as community care
facilities for the elderly.
WHEREAS, The General Assembly of Maryland, during the
1980 session, enacted legislation governing the development
of continuing care communities for the elderly; and
WHEREAS, The legislation was signed by the Governor and
took effect July 1, 1980; and
WHEREAS, The State Office on Aging issued regulations
implementing this statue on October 31 and December 26,
1980; and
WHEREAS, By its actions this State has been encouraging
the development of these communities to provide for our
increasing elderly population, particularly that segment of
financially independent elderly in need of other supports
and facilities that these communities provide for those
seeking to preserve their independent status in a tight
housing market; now, therefore, be it
