the southeast corner of lot 5, "Friendly Farms", thence in a
westerly direction with the south line of lot 5 and the rear
lines of lots 8 through 24 as shown on the aforesaid plat of
"Friendly Farms", to include same, to the southwest corner
of lot 24, "Friendly Farms", thence in a northwesterly
direction along a straight line drawn from the southwest
corner of [said] lot 24 to a point in the existing boundary
of the Washington Suburban Sanitary District, [said] THAT
point being on the parallel of latitude 38° 45' 00" north
and 500 feet east of the east side of Livingston Road,
thence in a generally northerly and southeasterly direction
with the existing boundary of the Washington Suburban
Sanitary District to the point of beginning.

(b) The jurisdiction of the Washington Suburban
Sanitary Commission is hereby extended to include the areas
above described and [said] THE areas shall be subject to all
the rules and regulations of the commission and all
provisions of law relating to [said] THE district, including
taxes and other sums or charges levied by [said] THE
commission in other parts of [said] THE district; provided,
however, that the commission shall not levy any ad valorem
tax or any front foot benefit tax assessment or other charge
within any of the aforementioned areas until such time as
the construction of a water or sewer system shall be
actually commenced or an existing water or sewer system
shall be extended to such area and available to the property
within such area, and when, from time to time such a system
is commenced or extended, then the area or areas affected by
[said] THE commencement or extension shall be excluded from
this provision.

19-38. Same — Vicinity of Southwest Branch and Folly
Branch.

(a)  The areas herein described are hereby added to the
Washington Suburban Sanitary District created by chapter 122
of the Acts of the General Assembly of 1918: All those areas
in Prince George's County lying within the following
described boundaries:

(b)  Beginning for the same at a point on the existing
boundary of the Washington Suburban Sanitary District where
[said] THE boundary intersects the centerline of the
southerly fork of the Southwest Branch, [said] THAT point
being 200 feet east of the east side of the road between
Forestville and Central Avenue and running thence in an
easterly and southeasterly direction with the centerline of
the [said] southerly fork and the centerline of Southwest
Branch down [said] THE stream until it intersects the
twenty-first line of the property of W. Beall Bowie, [said]
THE line described in a deed from Washington J. Beall, et
ux, to William J. Bowie, dated December 14, 1882 and
recorded among the land records of Prince George's County,
Maryland in liber J. W. B. 1 at folio 636, thence in an
easterly direction reversely with the twenty-first through
the thirteenth lines of the aforesaid deed to the center of
