of water use during water restriction periods, and
conformance with health requirements of the Washington
Suburban Sanitary District plumbing regulations. Howard
County shall comply with these regulations as to those parts
of Howard County's water system supplied with water by the
Washington Suburban Sanitary Commission.

15-5. Tampering with, etc., system - Generally.

It shall be unlawful for any person, firm or
corporation to use, handle, tamper with, obstruct or
interfere with any portion of the water systems of the
Howard County Metropolitan Commission which are supplied
with water from the systems owned and operated by the
Washington Suburban Sanitary Commission, including pipes,
fittings, fireplugs, pumps, engines, appliances, wires or
other fixtures or equipment except under such rules and
regulations as the [said] commission may adopt.

15-6. Same — Violations and penalties.

Any violation of the provisions of section [83-147]
15-5 is hereby declared to be a misdemeanor and shall be
punishable before any justice of the peace or the circuit
court of the county in which such offense is committed, and
any person adjudged guilty thereof shall be subject to a
fine not exceeding one hundred dollars [($100.00)] or thirty
days in the county jail or both in the discretion of the
court.

15-7. Disposition of sewage in Patuxent River area.

The Washington Suburban Sanitary Commission is hereby
authorized and empowered to provide for disposition of
sewage within that portion of the drainage area contributory
to the Patuxent River lying within Howard County. The
[said] commission shall have full power and authority to
enter into any contract or agreement with the proper
authorities of Howard County for such sewage disposition and
the terms and conditions upon which such service shall be
performed, provided, however, that none of the cost of
disposition of sewage hereunder shall be apportioned or
levied, directly or indirectly, to or upon any property
lying in Montgomery County or Prince George's County.

16-1. Urban renewal projects.

The commission is hereby authorized and empowered to
cooperate with and assist any state, county or municipality
within Prince George's and Montgomery counties, or any
instrumentality of [said] THE authorities, in an urban
renewal project undertaken by such authority or agency, by
abandoning, relocating, reconstructing, installing, or
constructing water, sanitary sewerage or storm drainage
facilities in the urban renewal area, provided the
commission is paid or assured of payment by the urban
renewal authority for the commission's costs and
