which the examination is to be held shall be given by the
[said] commission by publication at least once a week for at
least two successive weeks preceding the examination in a
newspaper or newspapers of general circulation in Prince
George's and Montgomery counties.
11-6. Same — Present employees exempt.
All employees of the [said] commission as of June 1,
1947, shall be included in the classified service or merit
system established by this [subheading] ARTICLE, without
examination.
11-7. List of eligibles; provisional appointments.
The [said] commission shall prepare a list of eligibles
consisting of the names of persons whose general average and
whose marks on any part of an examination exceed the
minimum of the rules set by [said] THE commission and shall
send a copy of [said] THE list to the state commissioner of
personnel. Eligible lists shall continue in force for one
year from the date of preparing the list and may be extended
by [said] THE commission by action taken before the
expiration of [said] THE year and entered in its minutes.
The marks and examination papers of each candidate shall be
open to his inspection upon his application and should the
applicant not be satisfied with the marking he received by
the [said] commission, he may appeal to the state
commissioner of personnel who shall review the matter and
whose decision shall be final. The [said] commission may
appoint to a vacancy in the classified service any one of
the list of eligibles as above set forth. No person, except
present employees of [said] THE commission as hereinafter
described, shall be appointed to a position under the merit
system or classified service unless he shall be qualified by
examination as herein set forth; provided, however, that
where the pressure of work requires the immediate
establishment of an extra position, the [said] commission
may appoint any person it sees fit at such salary it deems
advisable to fill such position for a period of six months
without [said] THE person taking an examination. If the
interest of the [said] commission's work requires, a single
extension, but no more, of six months can be made of such an
appointment.
11-8. Transfer of employees.
The [said] commission may transfer as the interest of
its work requires an employee from one department to
another; provided, however, that such transfer shall result
in no diminution of the salary of such employee unless
[said] THE employee agrees to the reduced salary or the
reduction is concurred in by the state commissioner of
personnel.
