9-1. Generally; power to make and enforce; notice;
violations.

(a)  Except as otherwise provided by this [subtitle]
ARTICLE, the commission is hereby authorized to adopt,
formulate and revise from time to time, and enforce such
rules and regulations as may be necessary to carry out the
provisions of this [subtitle] ARTICLE and any other laws the
enforcement and administration of which is vested in the
commission. The commission may limit or regulate the use
and supply of water service, sanitary sewer service, refuse
collection and disposal service and storm and surface water
drainage service, on a temporary basis in any area or to any
premise served by its facilities, as the exigencies of the
occasion and the protection of its systems may require. The
commission shall make such regulations not inconsistent with
law as it may deem necessary for the public safety, health,
comfort or convenience, in the construction, operation,
maintenance, expansion, relocation, replacement, renovation
and repair of its water system, sanitary sewer system,
refuse collection and disposal system and storm and surface
water drainage system. The commission may fix the forms of
permits and specify the nature, type and amount of
information, detail and engineering data required to be
submitted for any permit authorized or required by this
[subtitle] ARTICLE.

(b)  Except for the immediate preservation of the
public health and safety or for emergency provisions
required to protect the commission's systems such rules and
regulations, and any revisions thereof, shall be promulgated
not less than [thirty (30)] 30 days prior to their effective
date, with notice being given by publication in at least one
newspaper printed and published in Montgomery County and one
newspaper printed and published in Prince George's County.

(c)  Any regulation adopted by the commission pursuant
to this section shall have the force and authority of law,
and a violation of the same shall be a misdemeanor,
punishable as are other misdemeanors under this [subtitle]
ARTICLE, as specified in section [83-108] 18-7.

9-2. Gas fixtures, devices and connections — Generally.

(A) The Washington Suburban Sanitary Commission is
hereby authorized and directed to adopt, formulate,
promulgate and revise rules and regulations from time to
time, whenever in its judgment it may deem the same
necessary or desirable, for the construction, installation,
and equipment of gas fixtures, devices, and connections from
the outlet of the meter supplying any building, within the
Maryland-Washington Metropolitan District as the same is now
created by law, or within any extensions or additions
thereto, with the right in [said] THE commission to require
a permit and to charge a fee therefor. Such rules and
regulations and any revisions thereof shall be promulgated
within thirty days prior to their adoption by advertising in
