appeals shall be taken with thirty days from the date of the
promulgation or levy of any such assessment, tax levy or
service charge by the sanitary commission.

7-1. Generally.

(a)  Prior to October 1st of each calendar year, the
commission shall prepare and submit to the governing body of
each county in the sanitary district and the county
executive of Montgomery County a six-year projected program
of capital improvements with respect to water, sanitary
sewerage, and storm drainage facilities, the same
hereinafter being referred to as the commission's capital
improvements program. The commission's capital improvements
program shall include, for each major water, sewer, and
storm drainage project, a statement of the objectives of the
several projects or individual programs and their
relationship to the long-range development plans of the
respective county governing bodies, as they shall have been
designated to the commission by the county governing body.
The commission's capital improvements program shall, for
each project, show a projected construction schedule, an
estimate of cost, and a statement of funding sources,
including contributions which may be required for the
effectuation of a project. The commission's capital
improvements program shall include for each major water,
sewer and storm drainage project, the information and
documentation for the six-year period therein covered which
it is required to submit, to the date of the capital
improvements program, under the provisions of section 387C
of Article 43 of the Annotated Code of Maryland concerning
10-year water and sewerage programs. In Montgomery County,
the county executive shall submit his recommendations with
respect to the commission's proposed program (including any
suggested amendments, revisions or modifications) to the
county council as an integral part of the comprehensive
six-year capital improvements program required by the
Charter for Montgomery County. As used in this section the
term "county governing body" shall mean the county council
for Montgomery County and the board of county commissioners
for Prince George's County or such governing body for each
county, respectively, as may be provided by law or
instrument of Charter, if adopted, and the requirements or
responsibilities stated in this section of the county
governing body shall be performed by the branch or branches
of the overall county governing body as may be provided by
such other law or charter.

(b)  The commission's capital improvements program
shall include the following:

(1) Major extensions, projects, or programs of
sanitary sewer, storm drainage, and water facilities which
it contemplates may be required in each of the following six
fiscal years in the sanitary district and in other areas as
the commission may deem appropriate for inclusion within the
sanitary district within those periods. For the purposes of
