(4) Reasonable expenses for food, travel,
lodging, and scheduled entertainment of the official [and
spouse] or [the] employee [and spouse] for a meeting which
is given in return for participation in a panel or speaking
engagement at the meeting;
(5) Gifts of tickets or free admission extended
to an elected constitutional officer to attend professional
or intercollegiate sporting events or charitable, cultural,
or political events, if the purpose of such gift or
admission is a courtesy or ceremony extended to the office;
(6) A specific gift or class of gifts which the
Commission exempts from the operation of this section upon a
finding, in writing, that acceptance of the gift or class of
gifts would not be detrimental to the impartial conduct of
the business of the unit of government and that the gift is
purely personal and private in nature;
(7) Gifts from a person related by blood or
marriage, or a member of his household; or
(8) Honoraria.
(c) The Commission by regulation may define further
exemptions from this section as necessary.
3-107. Disclosure of confidential information.
Other than in the discharge of his official duties, an
official or employee may not disclose or use for his own
economic benefit or that of another party confidential
information which he has acquired by reason of his public
position and which is not available to the public.
SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland (as enacted by Chapter 775
of the Acts of the General Assembly of 1980) be repealed,
amended, or enacted to read as follows:

3-108. State contracts in excess of $25,000.
Every written contract binding or purporting to bind
the State of Maryland, or any department, commission, agency
or branch thereof, to pay a sum of money in excess of
twenty-five thousand dollars ($25,000) in any one fiscal
year for the purpose for which such contract is made shall
contain the following provision: "No employee of the State
of Maryland, or any department, commission, agency or branch
thereof, whose duties as such employee include matters
relating to or affecting the subject matter of this
contract, shall, while such employee, become or be an
employee of the party or parties hereby contracting with
said State of Maryland, or any department, commission,
