(f) Compensation and expenses. — A member of the
Commission shall receive compensation as provided in the
State budget, and shall be reimbursed for reasonable and
necessary expenses incurred in the discharge of official
duties.
(g) Chairman. -- The Commission shall elect a chairman
from among its membership who shall have a term for one year
and is eligible for reelection.
(h) Meetings. — The Commission shall meet at the call
of the chairman or a majority of its members. A quorum
consists of three or more members. An affirmative vote of
at least three members shall be necessary for any action of
the Commission.
(i) Staff. — The Commission shall appoint an
executive director, a general counsel, and a staff counsel,
and shall have such other staff as may be provided in the
budget. The Commission may request the Comptroller and the
Attorney General for professional assistance to assist the
Commission in the performance of its functions.
The executive director, the general counsel, and the
staff counsel serve at the pleasure of the Commission. The
general counsel and the staff counsel shall be persons
admitted to practice law in the State of Maryland.
2-103. General powers and duties of Commission.
(a) Administration of article. — Except as expressly
provided otherwise, the Commission is responsible for
administering the provisions of this article.
(b) Rules and regulations. — The Commission may adopt
rules and regulations in order to carry out the provisions
of this article.
(c) Forms; preservation of documents. — The
Commission shall prescribe and provide forms for reports,
statements, notices, and other documents required by this
article. It shall retain these documents filed with the
Commission as public records for at least four years from
the date of their receipt.
(d) Review of adequacy of laws. — The Commission
periodically shall review the adequacy of Public Ethics
Laws.
(e) Review of statements. — The Commission shall
review all statements filed in accordance with Title 4 and
Title 5 of this article for compliance with its provisions
and notify officials and employees of any omissions or
deficiencies.
(f) Reports. — The Commission shall submit to the
General Assembly an annual report on its activities and,
