[(t)] (U) Local official. — "Local official" means

any official, officer or employee of a county, the City of

Baltimore, or an incorporated municipality, determined by

the governing body of that jurisdiction to be subject to the

provisions of Title 6 of this article but does not include

an official or employee of the judicial branch. FOR THE

PURPOSES OF THIS ARTICLE, MEMBERS AND EMPLOYEES OF A COUNTY

BOARD OF EDUCATION SHALL BE CONSIDERED OFFICIAL, OFFICERS,

OR EMPLOYEES OF THAT COUNTY.

[(u)] (V) Member of household. — "Member of
household" means a person's spouse, child, ward, financially
dependent parent, or other relative who shares the person's
legal residence, or a person's child, ward, parent, or other
relative over whose financial affairs the person has legal
or actual control.

[(v)] (W) Official. -- "Official" means either a State
or a public official.

[(w)] (X) Person. — "Person" includes an individual
or business entity.

[(x)] (Y) Principal political party. — "Principal
political party" means either the State Democratic party or
the State Republican party.

[(y)] (Z) Political contribution. — "Political
contribution" means contributions as that term is defined in
Section 1-1 of Article 33 of the Annotated Code of Maryland.

[(z)] (AA) Public official. -- "Public official"
means:

[(1) Any individual in the legislative branch,
in the executive branch, or in an executive agency of the
State government who:

(i) Is classified or compensated at grade
level 18 or above, or is appointed to an executive agency
which the Commission has not exempted pursuant to §
2-103(h); or

(ii) Is authorized to draft specifications
for, negotiate, or execute a contract which commits the
State or any of its boards, agencies, or departments to
expend in excess of $10,000 or is in a managerial or
policymaking position as determined by the Ethics Commission
by regulation upon recommendation of the Secretary of
Personnel.]

(J) ANY INDIVIDUAL IN THE EXECUTIVE BRANCH OR IN
AN EXECUTIVE AGENCY OF THE STATE GOVERNMENT WHO:

(I) IS CLASSIFIED A CLASSIFIED EMPLOYEE AT
GRADE LEVEL 18 OR ABOVE, OR, IF NOT A CLASSIFIED EMPLOYEE,
