COMMISSION AS PUBLIC RECORDS IN ACCORDANCE WITH THE

PROVISIONS OF ARTICLE 76A. ALL DOCUMENTS SHALL BE RETAINED
BY THE BICOUNTY AGENCY INVOLVED AND THE STATE ETHICS
COMMISSION FOR AT LEAST 4 YEARS FROM THE DATE OF THEIR
RECEIPT.

(H) THE EXECUTIVE DIRECTOR OF EACH BICOUNTY AGENCY
SHALL MAKE THE FORMS REQUIRED BY THIS SECTION AVAILABLE IN
THE OFFICE OF THE AGENCY.

(I) THE ENFORCEMENT PROVISIONS OF SUBTITLE 7 SHALL
PERTAIN TO THIS SECTION.

(A)  THIS SUBTITLE APPLIES TO THE COMMISSIONERS AND
EMPLOYEES OF THE MARYLAND-NATIONAL CAPITAL PARK AND PLANNING
COMMISSION, THE WASHINGTON SUBURBAN SANITARY COMMISSION, AND
THE WASHINGTON TRANSIT COMMISSION.

(B)  EACH COMMISSION SPECIFIED IN SUBSECTION (A) SHALL:

(1)  PROMULGATE RULES AND REGULATIONS RELATING TO
LOBBYING IN THAT BICOUNTY COMMISSION, WHICH SHALL BE FILED
WITH THE STATE ETHICS COMMISSION; AND

(2)  PREPARE AN ANNUAL REPORT CONCERNING THE
LOBBYING ACTIVITIES AND REGULATIONS IN THE COMMISSION FOR
THAT YEAR. THE REPORT SHALL BE SUBMITTED TO THE GOVERNING
BODY OF EACH COUNTY IN WHICH THE COMMISSION CONDUCTS ITS
OPERATIONS.

(3)  AT A MINIMUM, THE STANDARDS OF STATE LAW
GOVERNING LOBBYING AS CODIFIED IN THIS ARTICLE, APPLY TO
LOBBYING, IN THE COMMISSION.

(C)  THE RULES AND REGULATIONS REQUIRED BY THIS
SUBSECTION SHALL BE PROMULGATED AND ADOPTED, AFTER PUBLIC
HEARING, NO LATER THAN DECEMBER 1, 1981.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.
