(II) FOR THE PURPOSES OF THIS PARAGRAPH,
FISCAL YEAR 1981 PER PUPIL LOCAL CONTRIBUTION IS DERIVED BY
DIVISION OF THE SUBDIVISION'S AGGREGATE FISCAL YEAR 1981
LOCAL CONTRIBUTION TO ITS SCHOOL BUDGET BY THE FULL-TIME
EQUIVALENT ENROLLMENT USED TO CALCULATE FISCAL YEAR 1981
CURRENT EXPENSE AID FOR THE SUBDIVISION.
(III) THE STATE SUPERINTENDENT OF SCHOOLS
SHALL ESTABLISH PROCEDURES TO ASSURE MAINTENANCE OF EFFORT
BY THE COUNTY ON A PER PUPIL BASIS AS DESCRIBED IN THIS
PARAGRAPH.
(4) The county superintendent for any county
qualifying for funds under subsection (e)(1) shall submit
plans for the use of the funds to the State Superintendent
and receive the funds only after compliance with
requirements of the State Board of Education and approval by
the State Superintendent of Schools.
(f) Vocational-technical set-asides from basic current
expense aid:
(1) For fiscal year [1981] 1982 only, the
amounts appearing below in this subsection shall be set
aside from the State shares of basic current expense aid to
each county; these amounts are to be utilized for
vocational-technical education programs in accordance with
guidelines adopted by the State Board of Education. These
funds shall not be used to supplant local contributions for
vocational-technical programs. A COUNTY BOARD OF EDUCATION
SHALL MAINTAIN ITS FISCAL EFFORT ON EITHER A PER STUDENT
BASIS OR ON AN AGGREGATE BASIS FOR VOCATIONAL EDUCATION,
COMPARED WITH THE AMOUNT EXPENDED IN THE PREVIOUS FISCAL
YEAR, TO BE ELIGIBLE TO RECEIVE ITS VOCATIONAL-TECHNICAL
SET-ASIDE FROM BASIC CURRENT EXPENSE AID. [For purposes of
this subsection, local contributions in each county means
the sum of:
(i) An amount in fiscal year 1981
equivalent to the amount of local funds expended from a
local's operating budget for vocational-technical programs
for students in grades 10 through 12 during fiscal year
1980; and
(ii) The product of the percentage
increase in local funds appropriated for all operating
expenditures in that county's board of education operating
budget for fiscal year 1981 compared to fiscal year 1980
applied to the amount of local funds described in paragraph
(i) immediately above.]
(2) The vocational-technical set-asides from
basic current expense aid for each subdivision are:
