calculated under paragraph (3) of this subsection and the
basic current expense to be shared, as indicated in
paragraph (2) of this subsection.

(5)  Of the Baltimore County share of the State
basic current expense, Baltimore County shall pay to Lida
Lee Tall School of Towson State University the percentage of
the State basic current expense obtained by dividing the
number of students in Lida Lee Tall School by the total
number of students enrolled in Baltimore County and the
Lida Lee Tall School.

(6)  IN FISCAL YEAR 1982, THE CURRENT EXPENSE AID
RECEIVED BY A COUNTY OR BALTIMORE CITY UNDER THIS SUBSECTION
SHALL BE NO LESS THAN THE CURRENT EXPENSE AID RECEIVED UNDER
THIS SUBSECTION IN FISCAL YEAR 1981.

(c) (1) An amount equivalent to $100 per student
enrolled on September 30 of the school year for which the
calculation is made shall be added to the State share of
basic current expenses for a county that has a population
density of over 8,000 per square mile as determined by the
Department of Health and Mental Hygiene.

(2)  An additional amount equivalent to $45 shall
be added to the State share of basic current expenses of a
county for each student in that county who is eligible for
funds under Title I of the Elementary and Secondary
Education Act of 1965, as amended from time to time.

(3)  Two thirds of the funds provided for in
subsection (c)(1) of this section and all of the funds
provided for in subsection (c)(2) of this section shall be
used to provide compensatory programs for students with
special educational needs that have resulted from
educationally or economically disadvantaged environments.

(4)  The county superintendent for any county
qualifying for funds for compensatory programs under this
section shall secure the approval of the State
Superintendent for plans that outline the use of these
compensatory funds and shall meet any other requirements
established by the State Board of Education for use of these
funds.

(d) (1) (i) Except as otherwise provided in this
subsection, "eligible position" means a position that is
held by an employee of the local board of education or local
school system who is a member or who is eligible to be a
member of the Teachers' Retirement System and:

1. Who performs instructional duties
in a public day school during the normal 10-month school
year as a supervisory teacher, a teacher who is
certificated, a helping teacher, a classroom teacher aide;
or
