SECTION 3. AND BE IT FURTHER ENACTED, That for fiscal
year 1982 only and from only those funds provided by the
sale of abandoned property as provided by Section 2 of this
Act, and from no other funds, and, subject to the provisions
of law relating to budgetary procedure to the extent
applicable, the amounts specified below, or as much as is
required to accomplish the designated purpose, is hereby
appropriated and authorized to be disbursed from as much of
the revenues as are received by the State from the proceeds
of the sale of abandoned property as provided by Section 2
of this Act:

36.12.00.02 Aid to Community Colleges:

In addition to the amount appropriated in the Budget
Bill for fiscal year 1982, the following amounts are to
be used for funding as specified:

To fund, in fiscal year 1982 only, additional
formula aid provided by Education Article
Section 16-403 as amended by Section 1 of this
Act....................................$4,631,000

To fund, in fiscal year 1982 only, a distribution
to be made by the State Board for Community
Colleges to the Boards of Trustees of the
Community Colleges, the funds applicable to
fiscal year 1981 deficiencies due to full-time
equivalent enrollments exceeding those
calculated for fiscal year 1981 pursuant to
Education Article 16-404 and Section 1 of this
Act.....................................1,000,000

General Fund Appropriation......$5,631,000.

SECTION 4. AND BE IT FURTHER ENACTED, That the
effectiveness of this Act is contingent upon the passage of
either House Bill 1298 or Senate Bill 948 of 1981. If
neither of these bills should be passed, the provisions of
this Act are null and void without the need of further
action by the General Assembly.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
contingent upon an appropriation contained in the Budget
Bill for fiscal year 1982 adequate to fund the increase in
the State's share formula for community colleges; and if
said appropriation is not made in the Budget Bill, this Act
shall be null and void without the necessity of further
action by the General Assembly.

SECTION 3 5. AND BE IT FURTHER ENACTED, That,
subject to the provisions of Section 2 4 above, this Act
shall take effect July 1, 1981.
