(E) THE BOARD SHALL MEET AT THE DISCRETION OF THE
CHAIRMAN. HOWEVER, NOT LESS THAN ONE MEETING SHALL BE HELD
IN EACH FISCAL YEAR.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Department of Economic and Community Development -
Neighborhood Housing Services Fund

FOR the purpose of creating a Neighborhood Housing Services
Fund in the Department of Economic and Community
Development; providing that the Department may make
grants for operating funds to Neighborhood Housing
Services Corporations under certain conditions; and
generally relating to neighborhood housing services
programs; making this Act contingent upon the
appropriation of sufficient funding in the State
budget; and providing a certain effective date.

Preamble

WHEREAS, The General Assembly finds that Neighborhood
Housing Services Programs, established by the United States
Congress in connection with the National Neighborhood
Reinvestment Corporation pursuant to the Neighborhood
Reinvestment Corporation Act of October, 1978, P.L. 95-557,
have proven effective in solving housing deterioration
problems faced by neighborhoods; and

WHEREAS, The purpose of this subtitle is to establish a
Neighborhood Housing Services Fund to be administered by the
Department of Economic and Community Development for the
purpose of supporting and maintaining local Neighborhood
