SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning
Vehicle Laws - Points
FOR the purpose of altering the violation for which a
certain number of points shall be assessed against an
individual by the Motor Vehicle Administration, from
"driving after refusal, suspension, cancellation, or
revocation of a license" to include only driving after
an individual's license has been refused, suspended,
cancelled, or revoked on grounds other than accumulated
points; and suspensions for nonpayment of fines, lapse
or termination of required security, noncompliance with
traffic citations, and noncompliance with traffic
citations issued under federal law; requiring the
Administration to assess a certain number of points
against an individual who is convicted of driving after
the refusal, suspension cancellation, or revocation of
the individual's license due to accumlated points for
nonpayment of fines, lapse or termination of required
security, noncompliance with traffic citations, and
noncompliance with traffic citations issued under
federal law; and establishing that a person who drives
a motor vehicle after his license is suspended on
certain grounds shall be assessed a certain number of
points.
