oppose the issue of the permit.

The provisions of this section relating to sludge
composting facilities do not apply to sites with permits
pending with the Department before June 1, 1979.

(B) IN CHARLES AND ST. MARY'S COUNTIES, THE PROVISIONS
OF THIS SECTION APPLY TO THE ENTRENCHING, STORAGE, OR
TRANSPORTATION OF SLUDGE EMANATING FROM A PRIVATE,
COMMERCIAL, OR MUNICIPAL WASTE WATER TREATMENT PLANT NOT
LOCATED IN THE RESPECTIVE COUNTY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Flood Control and Watershed Management

FOR the purpose of amending provisions relating to conduct
of watershed studies; providing for use of proceeds
from the Comprehensive Flood Management Grant Program
to perform watershed studies; and making provisions of
this Act relating to funding contingent upon the
enactment of another Act.
