Preamble
WHEREAS, Recent public-management literature, the
State's own experience and the experience of the Delmarva
Advisory Council's Circuit-Rider Program clearly indicate
that the most efficient ways to increase the management
effectiveness of small local governments are by modernizing
management systems, training local personnel to maintain
such systems, and, providing professional-level managerial
expertise; and
WHEREAS, It is also evident that the use of
professional managers as circuit-riders is among the best
and most economical ways of providing these kinds of
assistance to small cities and towns; and
WHEREAS, Since 1977 The Delmarva Advisory Council has
had an effective circuit-rider program on the Eastern Shore
funded by the Economic Development Administration, CETA, and
the Wye Institute; and
WHEREAS, There are many other municipal governments in
the State that need assistance in building their management
capabilities; and
WHEREAS, In order to further verify, formalize,
institutionalize, and expand the circuit-rider experience
gained on the Eastern Shore, the Department should be
enabled to function as the central provider of circuit-rider
training and local management training development, the
assembler of jurisdictions and circuit-riders for experience
sharing, and the coordinator of substantive program and
project administration; and
WHEREAS, Financial participation by the State with
local governments, regional governmental organizations, and
the federal government is essential to the success of such a
program; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 266DD-4(14) of Article 41 -
Governor - Executive and Administrative Departments, of the
Annotated Code of Maryland be renumbered to be Section(s)
266DD-4(15).
