[The] EXCEPT FOR THE ADMINISTRATIVE HEARING PROCESS
PROVIDED FOR IN ARTICLE 41, § 70A CONCERNING THE
CERTIFICATION ENFORCEMENT POWER OF THE POLICE TRAINING
COMMISSION, THE provisions of this subtitle shall supercede
any State, county or municipal law, ordinance, or regulation
that conflicts with the provisions of this subtitle, and any
local legislation shall be preempted by the subject and
material of this subtitle.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect January 1, 1982.

AN ACT concerning

Northeast Maryland Waste Disposal Authority -
Five Year Plan

FOR the purpose of providing that a five year plan may
include provision for the implementation of a regional
system of service fees to be charged at public waste
disposal facilities of the authority, within the
participating jurisdictions,or any other subdivisions
or persons designated therein; allowing the Authority
to establish various service fees for certain waste
disposal by agreement with a subdivision or person
outside the boundaries of the service region; and
relating generally to the Northeast Maryland Waste
Disposal Authority Five Year Plan.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
