hearing date, the Division Director shall approve an
application under this section if the director finds that:

(1)  The public interest will be promoted; and

(2)  The office will be operated efficiently and
in accordance with this title.

(f) Any applicant may appeal any action or nonaction
of the Division Director under this section in accordance
with Title 8, Subtitle 4 of this article.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article - Transportation

24-106.

(a)  This section and § 24-106.1 of this title do not
prohibit:

(1)  Dropping sand to improve traction; or

(2)  Spreading water or other substance to clean
or maintain a highway.

(b)  A vehicle with any load may not be driven on any
highway unless:
