(f) The Board of Public Works shall make
allocations from funds available under this Act in
accordance with the provisions of this Act. The Board shall
certify the allocations of State funds to the Treasurer of
the State, and the Treasurer shall make funds available
authorize payment to the facility when needed for the
construction, acquisition, renovation, or equipment of the
project. The Board may, in its discretion, adopt and
promulgate rules and regulations for receiving applications
from public and other nonprofit facilities in this State and
for considering applications and disbursing funds to the
applying public and other nonprofit facilities, within the
intent of this Act.

(5) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1981.

AN ACT concerning

Program Open Space - Allocations for Fiscal Year 1982

FOR the purpose of designating Program Open Space projects
to be funded under the Outdoor Recreation Land Loan of
1969 during fiscal year 1982; resolving any possible
doubt about the validity and effectiveness of this
designation which might arise from a conclusion that it
is a contraction of State debt requiring in the same
law a provision for collection of an annual tax or
taxes to cover principal and interest payments on that
debt; and relating generally to the Outdoor Recreation
Land Loan of 1969.

BY repealing and reenacting, without amendments,

Chapter 403 of the Acts of the General Assembly of
1969, as amended repealed and reenacted, without
amendment, by Chapter 559 of the Laws of Maryland
of 1980
