12-310.

(a)  A licensee may not change the place of business
for which a license is issued unless the licensee:

(1)  Notifies the [Bank] Commissioner OF CONSUMER
CREDIT in writing of the proposed change; and

(2)  Receives the written consent of the [Bank]
Commissioner OF CONSUMER CREDIT.

(b)  If the [Bank] Commissioner OF CONSUMER CREDIT
consents to a proposed change of place of business, the
licensee shall attach the written consent to the license.

12-311.

(a)  During April of each year, each licensee shall
file with the [Bank] Commissioner OF CONSUMER CREDIT an
annual report that:

(1)  Contains the information that the [Bank]
Commissioner OF CONSUMER CREDIT reasonably requires about
the business and operations of the licensee during the
previous calendar year;

(2)  Is on the form that the [Bank] Commissioner
OF CONSUMER CREDIT requires; and

(3)  Is signed and verified by the licensee.

(b)  The [Bank] Commissioner OF CONSUMER CREDIT:

(1)  Shall keep confidential the annual report of
each licensee;

(2)  May publish any analysis or recapitulation
of the annual reports of licensees; and

(3)  May make this analysis or recapitulation
available for public examination.

12-312.

Each licensee shall keep and make available to the
[Bank] Commissioner OF CONSUMER CREDIT at the licensee's
place of business any books and records that the [Bank]
Commissioner OF CONSUMER CREDIT, by rule or regulation,
requires to enable the [Bank] Commissioner OF CONSUMER
CREDIT to enforce the Maryland Secondary Mortgage Loan Law.

12-313.

(a) A licensee may surrender a license by sending to
the [Bank] Commissioner OF CONSUMER CREDIT the license and a
written statement that the license is surrendered.
