requiring the State to transfer its ownership of the to
grant an easement to Hart-Miller-Pleasure Island chain
to a certain grantee in interest, subject to certain
covenants; prescribing the covenants the grantee in
interest shall be bound by; providing that ownership of
the Hart Miller Pleasure Island chain shall revert to
the State the easement shall cease under certain
circumstances; providing that certain real and tangible
personal property is exempt from assessment and from
State, county, and city ordinary taxation; defining
certain terms; generally relating to the recreational
development of and the dumping of spoil at the
Hart-Miller-Pleasure Island chain; and making this Act
contingent on the final judicial adjudication of all
litigation which result in removing legal impediments
to the construction of a certain contained area at the
Hart Miller Pleasure Island chain in Baltimore County
providing that the effective date of this Act shall be
delayed for a certain length of time under a certain
circumstance.
