prohibiting the establishment of a facility for the
permanent disposal of high-level or low level nuclear
waste, except under certain circumstances; providing
for the licensing by the Department of Health and
Mental Hygiene of certain low level nuclear waste
disposal facilities established pursuant to regional
interstate compacts; providing for license
applications, the criteria for licensing, license
decisions, and rules and regulations to implement this
Act; providing for inspections and reports by the
Department, prohibiting the transportation of low level
nuclear waste in this State except under certain
conditions; providing for a low level nuclear waste
transportation permit adding new definitions pertaining
to nuclear waste; providing for the licensing and
regulation of low-level nuclear waste transportation,
treatment, storage and disposal generally according to
procedures of the Department of Health and Mental
Hygiene in respect to designated hazardous substances;
conditioning the issuance of a permit for the disposal
of certain low-level nuclear waste on an interstate
compact under certain circumstances; and providing for
the siting of low-level nuclear waste treatment,
storage and disposal facilities generally according to
and in conjunction with the Hazardous Waste Facilities
Siting Program; providing that the provisions of this
Act are severable; providing for the supplemental
effect of this Act; and generally relating to the
licensing of disposal sites for siting or disposal of
certain low-level nuclear wastes in this State.
