[(h) (1) In Harford County the] (7) THE budget
document shall contain an addendum showing estimated
expenditures for special education, including instruction by
programs, as defined by the Department and the
appropriations and expenditures for instruction by programs
in the current and previous fiscal years.

[(2)] (8) In addition to the information
required by this section, the Harford County Fiscal
Authority may require the County Board to provide details to
the service areas and activities levels in the account
structure within the ["financial reporting manual - for
Maryland public schools."] "FINANCIAL REPORTING MANUAL FOR
MARYLAND PUBLIC SCHOOLS".

[(i) (1) In addition to the information required by
this section, the St. Mary's County Board of Education shall
include under subsection (c)(2)(ii) "instructional salaries"
of this section the following positions:

(i) Instructional salaries:

1.  Art;

2.  English language arts;

3.  Foreign language;

4.  Industrial arts;

5.  Mathematics;

6.  Educational media service;

7.  Music;

8.  Physical Education;

9.  Science;

10.  Social studies;

11.  Driver education;

12.  Vocational education;

13.  Summer school;

14.  Evening high school;

15.  Home economics;

16.  Kindergarten;

17.  Substitutes;

18.  Adult education;

19.  Special programs; and

(ii) Support salaries:

1.  Guidance counselors;

2.  Librarians;

3.  Teacher Aides - Regular; and

4.  Teacher Aides - Special programs.

(2) All other positions formerly listed in
"instructional salaries" that are supervisory and
administrative shall be listed under (c)(2)(i)
"administration" of this section.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981 1982.
