that the unencumbered balances in said repealed items as of
the date of repeal shall be transferred to and be available
for the appropriations initially authorized on July 1, 1973
or on July 1, 1974.

Notwithstanding any provision to the contrary in this
section, any funds encumbered prior to July 1, 1977 in the
items being repealed as of July 1, 1977 shall not be
repealed and it is the expressed intent that the
unencumbered balances in said repealed items as of July 1,
1977 shall be transferred to and be available for the
appropriations initially authorized on July 1, 1977.

That, for the fiscal year 1975, of the funds
appropriated by Section 5 of this Act, there shall be
allocated a total of $24,700,000 to be used exclusively by
the State agencies and local governing bodies hereunder.
From the funds available under this program for the fiscal
year 1975, the following State agencies and Baltimore City
are hereby authorized to expend the following amounts for
the following projects:

Department of Natural , Resources, Land
Acquisition

(1)  Albert Powell Hatchery (Washington
County):

Approximately 100 acres but not to
exceed 275 acres all of which
acreage shall be contiguous to the
acreage at the hatchery as it
existed on June 30, 1973............ $100,000

(2)  Deal Island (Somerset County):

Approximately 800 acres but not to

exceed 15,200 acres................. $ 100,000

(3)  Elk Neck (Cecil County):

Approximately 83 acres but not to

exceed 1,912 acres.................. 250, 000

(4)  Gunpowder (Harford and Baltimore
Counties):

Approximately 115 acres but not to

exceed 15,096 acres................. $ 500,000
